Does a 150 pound person more fat less muscle, look bigger/nicer than a 150 pound person more muscle less fat?

I’m wondering because muscle weighs more than fat, so you need less muscle to make more weight, which might not make you look as big as you weigh. Since fat weighs less, you’ll need more of it to get more weight, and so you’ll look bigger. Is that true, i’m just wondering?
